Illicit Discharge Detection and Elimination

The third minimum measure of Ohio EPA's General Permit for Discharges from Municipal Small Separate Storm Sewer Systems (MS4) requires permittees to develop and implement a program to detect and eliminate illicit discharges to storm sewers, open channels and streams.  Below is some information to help Clermont municipalities and townships with regulated MS4s meet these requirements:
